Here's the English translation:

This is a Montblanc fountain pen.

The nib is bent, and the center section is missing.
This type is filled by dipping it into an ink bottle.
The rotating mechanism for drawing up ink works, but it doesn't actually draw up any ink.

Please be aware that I'm unsure if the nib can write, so please purchase with that in mind.
The center section is engraved with "MONTBLANC" and "Germany."
